2017-11-20  Furthermore, whilst Local Content seems to be a recent fad, the policy has reflected in Ghana’s mining legislation, since the Minerals and Mining Law PNDC Law 153 of 1986. The Law required that mining companies procured inputs from Ghana to the maximum extent possible consistent with the economy, efficiently and safely. The sequel Law, Minerals and Mining Act (2006), Act 703 has similar provisions. However to give real effect to the Act, in 2012, Parliament passed the Minerals and Mining General Regulations (2012), LI 2173. This LI among others contains specific provisions for regulating the procurement of local goods and services in the mining industry. In particular, it required mineral right holders and support service companies to each present a five (5) year procurement plan to the Minerals Commission for consideration and approval.
